Public Appearances Signal a Succession Shift

Kim Ju‑ae, the teenage daughter of Kim Jong Un, has moved from obscurity to the forefront of Pyongyang’s propaganda. Her first public appearance was at the Hwasong‑17 intercontinental ballistic missile test on 18 November 2022, where state media showed her beside her father inspecting the launch.

Since then, the young Kim has been featured in increasingly martial settings. In March 2024 she rode inside a tank during a joint tactical drill, operating the vehicle as cameras recorded her alongside senior officers. The Korean Central News Agency highlighted the scene as a tribute to her father’s leadership.

South Korean intelligence officials say “credible intelligence” now allows them to view Kim Ju‑ae as a viable heir. The National Intelligence Service (NIS) presented the tank display as part of a deliberate narrative to dispel doubts about a female successor. Analysts at the Korea Institute for National Unification caution that appearing with Kim Jong Un, rather than independently, does not yet meet the traditional grooming pattern observed during Kim Il‑sung’s and Kim Jong‑Il’s ascensions.

The emerging succession story raises questions about stability in the hermit kingdom and how U.S. policymakers will respond to a potential generational shift in its leadership.
